With children out walking and riding their bikes around the Village, we’d like to remind parents and caregivers to take a few minutes to talk with their kids about road safety.
A few important reminders:
Always wear a helmet! A properly fitted helmet can make a big difference in preventing serious injuries. In Alberta, helmets are required for cyclists under 18, but they’re a good idea for everyone!
Stop at stop signs and look both ways before crossing the street. Make sure it’s safe before proceeding.
Use sidewalks where permitted and be mindful of pedestrians, driveways, and vehicles entering or leaving properties.
Pay attention to your surroundings. Remind children to watch for vehicles and never assume a driver can see them.
And a reminder to drivers: Please slow down and use extra caution in residential areas, especially where children are playing, walking, or riding their bikes.
Village of Clive Council has passed Community Standards Bylaw #578-26 following third and final reading.
What does this mean for residents?
Responsible Pet Ownership – Updated regulations for dogs and cats, including licensing requirements and limits on the number of animals permitted per residential property.
Property Maintenance – Clear expectations for maintaining yards, managing vegetation, and addressing unsightly properties.
Urban Hens – Residents may apply for a licence to keep up to six hens, subject to specific requirements. Roosters are not permitted.
Snow & Ice Removal – Property owners and occupants are responsible for clearing snow and ice from adjacent sidewalks within 48 hours of accumulation.
Noise Regulations – Rules addressing excessive or nuisance noise, including permitted hours for construction-related activities.
Neighbourhood Standards – Regulations addressing nuisances and activities that may affect neighbouring properties and public spaces.
What about enforcement?
The Village will continue its complaint-based approach to bylaw enforcement, with an emphasis on education and voluntary compliance wherever possible. Where a violation is identified, the goal is to work toward resolving the concern before pursuing further enforcement measures, when appropriate.
Council appreciates the residents who took the time to review the proposed bylaw and provide feedback throughout the public engagement process. Your participation is an important part of local decision-making.

Alberta Land Titles is currently transitioning to a new online system. During this transition, the Village is temporarily not receiving our regular report identifying recent changes to property titles. If you have recently purchased or transferred a property or have received updated Land Titles documentation due to a change in ownership, name, mailing information, or other title information, please provide a copy to the Village Office. This will help us keep our municipal property records accurate while the provincial system transition is underway. Copies can be dropped off at the Village Office or emailed to us at utilities@clive.ca.

The Village of Clive Office will be closed to the public on Monday, October 19 and Tuesday, October 20, 2026, to allow for a scheduled software system upgrade.
This upgrade will help improve our administrative systems and ensure we can continue providing efficient service to our residents.

Great news for Alberta residents! Recycling programs across the province have expanded to accept even more materials, making it easier to keep waste out of our landfills!

These changes apply to recycling collection points across Alberta, including curbside collection and recycling depots.

Rechargeable batteries power so many of the things we use every day like phones, tablets, toys, scooters and more. But when lithium-ion batteries are damaged, overheated or improperly charged, they can become a fire hazard.
This Fire Prevention Week, take a few minutes to learn how these batteries work, what can cause thermal runaway, and some simple ways to use and charge devices safely.

The Screen Test mobile mammography unit will be in Ponoka from November 7–14, 2026, providing breast cancer screening mammograms.
Screen Test provides mobile breast cancer screening to communities across Alberta, making it easier for women to access screening mammograms closer to home.
If you are due or overdue for a mammogram, you may receive a recall letter approximately six weeks before the mobile clinic visits your community.

The Village of Clive recently completed an energy-efficient lighting retrofit at the Fire Hall, replacing existing lighting with more efficient fixtures throughout the facility.
It’s a practical upgrade that will help reduce electricity use and operating costs while providing better lighting for the Fire Hall and the people who use it.
The Village received $5,768.36 in funding support from the Government of Alberta through the Municipal Climate Change Action Centre’s Community Energy Conservation (CEC) program to help make the project possible.

Clive’s Trash to Treasure/Kick It to the Curb event is now over for the year.
If you still have items remaining at the curb, please make sure they are removed and properly disposed of as soon as possible. Items left out after the event are the responsibility of the property owner/occupant.
The Village of Clive addresses bylaw concerns on a complaint basis. Not every complaint results in a ticket, and that doesn’t mean it isn’t being addressed. Where appropriate, the first goal is to have the issue corrected through voluntary compliance.
1. Submit a written complaint The Village of Clive addresses bylaw concerns on a complaint basis. Submitting a complaint does not automatically result in a ticket. Each concern is reviewed, and where a violation is confirmed, the goal is to achieve compliance before further enforcement is required.
2. We review the concern Administration determines whether the concern falls under a Village bylaw, whether a violation can be confirmed, and who is responsible for enforcement.
3. We seek compliance Where appropriate, the first step is a courtesy call or written warning explaining the violation and providing a deadline to correct it.
4. If the issue continues If the violation is not corrected, additional enforcement may be taken or the matter may be referred to Animal Control or Lacombe County Peace Officers.
5. Formal enforcement, when required Continued or unresolved violations may result in a formal Order, Violation Tag, Violation Ticket or other enforcement action available under the applicable bylaw.
Some concerns are resolved quickly, while others require investigation and follow-up.
Public safety concerns are prioritized, and the appropriate enforcement response will depend on the circumstances.

The proposed bylaw has received First and Second Reading by Council. Before considering Third and Final Reading, Council is providing an opportunity once again for residents to review the proposed regulations and submit feedback.
The proposed bylaw brings several existing Village bylaws and regulations together into one updated Community Standards Bylaw. It covers a variety of matters that affect everyday community living.
Some of the proposed regulations include:
• Dogs & Cats: A maximum of 3 dogs and 3 cats may be kept on a residential property. Dogs and cats over 8 weeks of age are required to be licensed.
• Urban Hens: Residents may apply for a licence to keep up to 6 urban hens, subject to requirements for coop location, size, cleanliness and care. No roosters allowed.
• Unsightly Properties: Properties must be maintained to prevent the accumulation of garbage, refuse, scrap materials and other conditions that create a nuisance, safety concern or unsightly condition.
• Trees & Vegetation: Property owners are responsible for maintaining vegetation so it does not obstruct visibility or interfere with sidewalks and roadways.
• Snow & Ice: Snow and ice must be removed from adjacent sidewalks within 48 hours of accumulation.
• Noise: The bylaw addresses excessive or nuisance noise and establishes hours for construction-related noise.
• Animal Control: The bylaw includes requirements relating to animals at large, animal waste, persistent barking or noise, and aggressive animals.
These are just some of the provisions included in the proposed bylaw. Residents are encouraged to review the full draft and provide feedback on the regulations that may affect them.
Written submissions will be accepted until Tuesday, October 13, 2026.

In 1973, six-year-old Phyllis Webstad arrived at St. Joseph Mission Residential School wearing a bright orange shirt that her grandmother had bought for her.
When she arrived, the shirt was taken away. She never wore it again.
Phyllis’s experience became the story behind Orange Shirt Day and a reminder of what was taken from Indigenous children through the residential school system, their families, languages, cultures, identities and sense of belonging.
Today, as we recognize Orange Shirt Day and the National Day for Truth and Reconciliation, we honour Survivors, remember the children who never returned home, and continue to listen and learn.
We encourage our community to take some time today to learn about Phyllis’s story in her own words.

The Truth and Reconciliation Commission’s Calls to Action include responsibilities for municipal governments.
For a small municipality like Clive, reconciliation can begin with practical steps – learning about Indigenous history and Treaties, educating Council and staff, building respectful relationships and continuing to listen and learn.
Being a small municipality does not mean having all the answers. It means recognizing that we still have a role to play.
Train tracks and railway equipment might look like an interesting place to explore or play, but they can be extremely dangerous for people of all ages.
This Rail Safety Week, take a moment to talk to your kids about rail safety:
Stay off railway tracks and railway property. Never climb on rail cars, equipment, or other railway structures. Always stay alert and keep a safe distance from trains and tracks. Use designated railway crossings and follow all signs and signals.
A quick conversation can help children understand that railway tracks are not a playground or a shortcut.
Do you know what the signs and warning devices at railway crossings mean?
Knowing what to look for and how to respond when you see them is an important part of staying safe around railway crossings and tracks.
Stop when required and obey all signs, signals, gates, and lights. Look both ways and make sure the tracks are clear before crossing. Never go around lowered gates or ignore flashing lights or other warning signals. Use designated crossings and never walk along or on railway tracks.
Remember: trains are large, heavy, and can take a long distance to stop. Stay alert, know the signs, and make safe choices around railway crossings.
The Village of Clive is located on Treaty 6 territory and within the present-day Red Deer Métis District of the Otipemisiwak Métis Government.
Treaty 6 is more than a historical document. It represents relationships and responsibilities that continue today.

Residential schools were not only in distant parts of Canada. One operated here in central Alberta.
The Red Deer Industrial Schooloperated from 1893 to 1919. Children were taken there from Indigenous communities, and some never returned home. The term “industrial school” referred to a type of residential school that combined classroom instruction with manual and vocational training.
Learning about this school reminds us that the residential school system is part of our local history, too.
Understanding what happened close to home is part of reconciliation.
Reconciliation is more than one day, one event or one statement.
It begins with learning the truth about our shared history, listening to Indigenous voices, building respectful relationships and taking meaningful action.
There is no single way to practise reconciliation. What matters is continuing to learn, reflect and understand the role each of us can play.
Starting October 1, 2026, Clive residents will be able to recycle even more materials through curbside recycling!

Stop at railway crossings and follow all signs and signals. Look and listen for approaching trains. Never trespass on railway property or use the tracks as a shortcut. Stay focused and avoid distractions around crossings and tracks. No photo or selfie is worth the risk, stay off railway property.
Rail safety is a shared responsibility. By staying alert and respecting railway crossings and property, we can help keep our community safe.
Please be advised that the Village Office will close at 10:30 a.m. on Wednesday, September 16 for the remainder of the day while staff attend Emergency Management Training.

Kick it to the Curb begins on September 13th which aims to reduce, reuse, and recycle. Residents are encouraged to place their unwanted but reusable items leftover from the garage sale on the curb marked with a ‘FREE’ sign. Please explore the village to find treasures that are marked with a ‘FREE’ sign.
The Village will pick up and dispose of any items left on the curb on Friday, September 18th.
Please note that large/heavy items such as furniture, mattresses, appliances etc. will NOT be picked up by the Village.

Property taxes are due and payable without penalty if payment is received by the Village Office on or before August 31, 2026. An 8% penalty will be applied on September 1, 2026, to all current taxes remaining unpaid after August 31. An additional 10% penalty will be applied on December 1, 2026, to all current taxes remaining unpaid after November 30.
The August 31 deadline and associated penalties do not apply to property owners currently enrolled in the Village’s Tax Installment Payment Plan (TIPP).

The 2026 Assessment and Property Tax Notices have been mailed. Property taxes are due by August 31, 2026, to avoid penalties. You can pay at the Village Office using cheque, debit, or cash. Credit card payments can be made through the PaySimply portal at clive.ca, but please note that a 2.5% service fee will apply.
This year’s notice is a combined Assessment and Tax Notice. If you wish to dispute your property assessment, you must file a complaint by August 14, 2026. Complaints must be submitted using the required form and must include a $50 appeal fee. For more information, please contact the Village Office at 403-784-3366.
The August 31 payment deadline and penalties do not apply to residents enrolled in the Tax Installment Payment Plan (TIPP).
Residents are reminded that it is the owner or occupant’s responsibility to ensure that their trees, shrubs and bushes are properly trimmed and cut back to prevent obstruction on the sidewalk, alleys, or streets to pedestrians or vehicles. Thank you for your cooperation keeping our roadways and sidewalks clear. As stated in Traffic Bylaw #499-12, a minimum clearance of 7.5 feet must be maintained above sidewalks, and 13.5 feet above alleys and roads.

The parade is scheduled to proceed as planned unless there is a significant downpour or severe weather. A final decision regarding the parade will be made on Saturday morning and communicated as soon as possible thereafter.

In 2026, Alberta proudly celebrates the 40th anniversary of Seniors’ Week. Inspired by the vision of the late Alice Modin, Seniors’ Week has been recognized since 1986 to celebrate the contributions seniors make to enhance the quality of life in Alberta. Forty years ago, Modin began a campaign to start a seniors’ day in Strathcona County that helped pave the way for this annual event.
Public Works professionals are the backbone of our community. They keep our roads safe, our water reliable, our parks beautiful, and essential services running smoothly every day.
Whether it’s early mornings or late nights, rain or shine, their work often happens behind the scenes, but its impact is felt across the entire Village of Clive.

Please stay clear of all equipment and work areas for your safety and the safety of workers.
Residents are reminded to pick up after their dogs and dispose of pet waste properly in garbage bins.
Please be respectful of your neighbours and public spaces by keeping yards, sidewalks, and parks clean. Pet waste left behind is unsightly, creates odours, and can pose health risks to people and other animals.

Assessors carry identification and may take exterior photos.
