Building, expanding, or investing in Clive? You may qualify for property tax savings!
The Village of Clive is committed to supporting local businesses, encouraging new investment, and creating opportunities for commercial and industrial growth within our community.
Through our Non-Residential Property Tax Incentive Program (Bylaw #572-25), eligible property owners who construct new buildings, expand existing facilities, or make significant improvements to commercial or industrial properties may qualify for municipal property tax reductions for up to five years.
How Does the Tax Incentive Work?
When an eligible development increases a property’s assessed value by at least $25,000, the Village may provide a temporary reduction in municipal property taxes associated with that increase.
The incentive is applied over five years:
| Year | Municipal Tax Exemption |
|---|---|
| Year 1 | 100% |
| Year 2 | 80% |
| Year 3 | 60% |
| Year 4 | 40% |
| Year 5 | 20% |
Important: The tax incentive applies only to the municipal property taxes associated with the increase in assessed value resulting from the development. Existing property taxes and provincial education property taxes remain payable.
What Types of Projects May Qualify?
The program is available for eligible commercial and light industrial properties within the Village of Clive.
Qualifying projects may include:
- Construction of new commercial or industrial buildings.
- Expansion of existing buildings or facilities.
- Major structural or mechanical improvements that support business expansion or redevelopment.
- Installation of specialized equipment that is built into or permanently connected to a building.
- Significant improvements to existing buildings that meet the program’s requirements.
Routine maintenance, minor cosmetic renovations, home-based businesses, and temporary developments are not eligible.
All projects must meet the requirements outlined in Bylaw #572-25, including applicable development and building permits.
An Example of How You Could Save
Suppose you develop a commercial property in Clive, and the completed project increases the property’s assessed value by $200,000.
If the additional assessment would normally generate $2,000 in annual municipal property taxes, your potential savings could look like this:
| Year | Estimated Tax Savings |
|---|---|
| Year 1 | $2,000 |
| Year 2 | $1,600 |
| Year 3 | $1,200 |
| Year 4 | $800 |
| Year 5 | $400 |
| Total Potential Savings | $6,000 |
This example is for illustration purposes only. Actual savings depend on the assessed value of the completed development, applicable municipal tax rates, and continued eligibility.
How Do I Apply?
Interested property owners are encouraged to contact Village Administration early in the planning process, preferably before construction begins.
The application process includes:
- Contact Village Administration to discuss your proposed development and potential eligibility.
- Complete the application form included in Bylaw #572-25 and provide the required supporting documentation.
- Obtain the necessary permits and approvals for your project.
- Application review: The Chief Administrative Officer reviews the application to determine eligibility.

The incentive begins January 1 of the first full calendar year following substantial completion of the development, completion of the municipal assessment, and execution of the Tax Incentive Agreement.
