Golf Carts in Clive
The Minister of Transportation and Economic Corridors signed a Ministerial order on June 14th, 2024, creating the Pilot Project (Golf Carts) regulation under the Alberta Traffic Safety Act. As such, the Pilot Project (Golf Carts) Regulation authorizes participating municipalities, such as the Village of Clive, to pass bylaws that permit registered users to operate golf carts legally on public roads.
How to Register

Step 3: What you should require before applying for an operator’s permit.
In the Village of Clive:
- Operators must be at least 14 years old and hold a minimum Class 7 (Learner’s) driver’s license to ensure basic traffic law understanding.
- Golf carts are only permitted to operate during daylight hours—specifically, from one hour before sunrise to one hour after sunset.
- The number of passengers cannot exceed available seats.
- Towing vehicles or equipment is not allowed.
To ensure compliance with Village of Clive bylaw# 570-25, all golf carts must be permitted annually and operators must carry the permit while operating a registered Golf Cart. Operators must also carry a minimum of $2,000,000 in liability insurance coverage and provide proof at time of registration.

- Subsisting Operator’s License for the golf cart owner/applicant
- Valid proof of insurance on homeowners policy including comprehensive liability insurance of $2,000,000 AND a golf cart listed on their policy.
- Proof of payment (screen shot or verification email if paid online)
Step 6: Complete Payment
All permit applicants must pay a $60/ year. Each permit expires on December 31st, however Golf Carts are only permitted on Village roads from April 1st to November 30th. You can pay by cash, debit or cheque at the village office.

Step 7: Receive your permit
Once approved you will receive your permit signed be an authorized administrator at the Village of Clive Office. Please ensure you carry this on your person. You are required to present the permit to a Peace Officer, Bylaw Officer or Police Officer upon request.
